Summary
Save the Children is preparing to pursue multiple Food for Education and Children Nutrition Programs in Ethiopia, Haiti, Liberia, and the Philippines. The Chief of Party (COP) will provide leadership in the design, management, implementation and overall quality assurance of the project. S/he will provide technical assistance on food security, hunger reduction, literacy improvement, primary education and community participation. The COP will be Save the Children’s primary point of contact with USDA. S/he will collaborate with Ministries of Education, Ministry of Health and other partners to provide high-level support for effective local capacity building and sustainability of the project interventions. The Chief of Party will over see a team of experts and support staff, the preparation of annual operating plans, and ensure the program is compliance with USDA and Save the Children (SC)’s regulations.
Responsibilities
- Coordinate all necessary activities with USDA, in consultation with SC
- Provide overall management, strategic direction, and leadership to the project
- Work closely with USDA, Ministry of Education (MOE), Ministry of Health (MOH) and other key actors and stakeholders.
- Establish effective communication and coordination with personnel from the Ministry of Education headquarters in order to implement interventions and ensure their incorporation into the Ministry’s priorities.
- Ensure optimum budget administration and oversee expenditures.
- Develop and convey basic guidelines on project planning, implementation, monitoring and evaluation.
- Facilitate and provide advice on the preparation of annual plans in accordance with the proposal approved by the donor and the results framework.
- Provide appropriate programmatic and financial reports to the donor according to established norms.
- Promote the design of strategies and models that strengthen the bonds between the distinct levels of the Ministry of Education in the provision of quality education services, with an emphasis on improve literacy of school-age-children and increase the use of health and dietary practices.
Requirements
- Masters Degree in Education or related field
- 10 years of management experience in education, social projects or a related field
- Demonstrated expertise in educational methodologies on behavior change
- Experience in the design and development of training plans for institutional personnel
- Skills and knowledge on advising and training
- Previous experience as a Chief of Party for USAID or USDA programs in preferred
- Experience working in Ethiopia, Haiti, Liberia, or the Philippines is a plus
- Demonstrated skills in strategic and program planning
- Proven ability in promoting and collaborating closely with country governments, the community and donor counterparts at all levels
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team
- Excellent oral and written English communication skills is required
- Excellent negotiation and conflict resolution abilities
- Ability to communicate effectively with diverse actors and audiences
