International Medical Corps is recruiting a Consultant to support a Title II Development Food Assistance Project (DFAP) funded by the USAID’s Office of Food for Peace to ensure technical excellence during the proposal development process
****JOB SUMMARY****
- Desk review of country documents, including: previous and current IMC or other NGO - specific documents (program baseline, mid-term and final evaluation reports, Impact Assessment Reports, proposals), USAID Country Strategy Framework, USAID FFP Title II RFA guidelines, USAID Commodity Reference Guide and IMC commodity calculator spreadsheets and related notes, USAID Title II PM2A Technical Reference Materials, FAFSA II recommendations, Nutrition Program Design Assistant (NPDA) assessment tool, and other tools as determined with HQ staff
- Participate and/or facilitate proposal pre-design and design workshop(s) in-country to support the field team (and consortium) in developing the draft Theory of Change and accompanying frameworks
- Support the IMC country team to conduct an assessment to fulfill the program components under IMC, including gathering relevant primary and secondary data to complete the NPDA assessment tool
- In partnership with country team and Nutrition/Food Security HQ team, design a strategic approach to the DFAP proposal – including related food and non-food commodity/food and cash voucher plans
- Contribute to budget design to ensure coherence with technical design
- Work closely with M&E to design PMP section of proposal, ensuring it aligns with the technical section
- Draft specific sections of the technical proposal that is responsive to the solicitation/USAID FtF priorities, and IMC best practices
- Debrief with the Nutrition and Food Security Unit at the beginning, during, and end of the contract
****QUALIFICATIONS****

- Advanced degree (post-graduate) or higher in public health, development studies, agriculture, nutrition, or related field
- At least 5 years’ experience providing field-based
- Knowledge of food and non-food commodities and food and cash voucher activities is preferable
- Prior Successful DFAP proposal experience
- Knowledge of SBC is preferable
- Demonstrated diplomatic, management, and interpersonal skills to ensure internal coherence among diverse team members and sub-grantees, as well as relations with relevant ministries, civil society, private sector, and other stakeholders.
- Proposal review and project management experience preferred
- Proficiency in foreign languages is a plus
