GOAL is an international humanitarian agency dedicated to the alleviation of suffering amongst the poorest of the poor in several countries across the developing world. General Description of the Programme in Sudan
GOAL has had a long and successful history of humanitarian operations in North Sudan. Currently GOAL has well established programmes across four locations: North Darfur, Kurmuk, Kassala and Khartoum. Most field sites have been key conflict areas in the last five years. The main donors for the health programme include: USAID/OFDA, DFID, UNDP, and ECHO & Irish Aid (MAPS).
The current programme focuses on four main sectors: water, sanitation and hygiene promotion (WASH), sustainable livelihoods, REFLECT for women’s literacy and empowerment and primary health care, which is the largest programme sector. All interventions are carried out in coordination with the local authorities and line Ministries as well as with local partners as appropriate.

GOAL is currently working in North Darfur, Kassala, Blue Nile and Khartoum, with direct and indirect implementation approaches in Sudan
General Description of the Role /Summary of the Role /Overall Objective of the Position
The Grants & Compliance manager will work with an average of 9 active grants for supporting the overall GOAL Sudan Programme. The main donors include OFDA, EC, Arish Aid, EC and CHF with the possibility of adding ECHO and DCPSF next year. The funding base is likely to increase and this will increase directly translate to an increase in the funds and the donor portfolio The primary responsibility of the Grants & Compliance manager is to support the Assistant Country Director-Programs and sector Coordinator by ensuring donor compliance with all grants in his/her portfolio. Additionally, the Grants & compliance Manager will assist in the development of donor proposals; prepare monthly, quarterly and annual reports; and assist in program design, program implementation and monitoring & evaluation. The Grants & Compliance manager is expected to contribute to harmonization of approaches, grant management systems and procedures, and countrywide strategies for program implementation.
Overall Objectives (scope)
- Responsible for complete, correct, and timely submission of high quality reports for all grants
- Ensure compliance to donor requirements
- Facilitate financial, logistical and procurement compliance with in donors guidelines and framework for program delivery
- Liaise with the Financial Controller to highlight and when necessary troubleshoot problems identified in project reports or data.
- Support program SMT in developing quality concept notes, proposals, internal and external reports
- Support the organization and follow-up of grant opening meetings, periodic grant review meetings, and grants close-out meetings;
- Contribute to the development of strong data collection and monitoring & evaluation plans within each proposal, including work on log-frames and indicators, and ensure that project indicators are regularly and systematically monitored and reported.
Specific Key Responsibilities
Grants Financial Management and Reporting
- Conduct Quarterly review and analyses of grants reporting to ensure timely submission and compliance with GOAL policies and donor requirements
- Ensure appropriate grant financial and monitoring frameworks are in place, and operating satisfactorily, in each project allocations
- Participate in planning, budgeting and project opening and closure process.
- Provide Quarterly update on the Country programme’s grants portfolio in collaboration
Information Management
- Maintain and update proposal and reporting calendar ensuring all concerned are aware of the reporting schedule and their specific roles;
- Maintain and update the Grants database & files;
- Coordinate with the Khartoum Technical & AC’s to ensure timely submission and filing of monthly program reports on shared drive;
- Maintain all type of information and produce situation analysis on regular basis especially while developing new proposals or donors reporting as agreed with the line manager
- Keep updated information for programme mapping and ensure stakeholder analysis are completed time to time
Capacity building
- Coordinate with the Coordinators and teams and facilitate capacity building initiatives relating to grants management and donor compliance.
- Participate in and/or co facilitates grants start up workshop in collaboration with the ACD-P and respective COs.
- Develop a pool of grant experts, create an environment of experience sharing and promote best practices within the programme
- Provide continued support, training and guidance to the senior team, Project teams and others to improve grant management by supporting and guiding the programme staff in using and interpreting the BMTs reports and planning and monitoring the objectives to be achieved
- Responsible for orientation of all new staff on grants management, donor compliance and reporting.
Internal Reports
- Consolidate the internal reports for Sudan programs as per set details of country as well as reports for Dublin as agreed with the line manager;
Donor Proposals and Reports
- Coordinate the development of quality donor proposals, ensuring good collaboration with the programme coordinators, M&E Coordinator, finance and other relevant departments;
- Coordinate the development and timely submission of donor reports, programme reports to Dublin and other reports or updates as needed.
- Create and circulate donor reporting templates to the relevant Area Coordinators, Technical Manager and Coordinators.
- Ensure donors compliance while developing proposals or reports
Risk Management
- Coordinate with the ACD-P and Coordinators to ensure follow up actions and implementation of audit recommendations and addressing common audit findings.
- Participate in audit preparation and support the process through provision of required information and addressing queries
- Ensure that project offices complete risk assessment tool with actions taken and mitigation activities undertaken or in progress.
- Assist projects in the preparation of project scale up/scale down/closures plan and their implementation.
- Develop a filing system for donor reports and other documentation that will provide secure and back up of all donor related files for ease of access and retrieval whenever needed.
Communications
- Lead the design of promotional materials (newsletters, brochures, marketing materials) in line with Head Office and donor guidelines and the needs of the Sudan team.
- In collaboration with the ACDP-P and the M&E Coordinator, support GOAL Sudan communications to ensure effective and timely external communication with the relevant government Ministries, key in-country donors, agencies and the communities in GOAL’s area of operation.
- With the full knowledge and oversight of the Country Director, be a point of contact for GOAL’s media team in HO. Support the HO media team to encourage staff to write blogs, take photographs and shoot video footage, as outlined in GOAL’s Media Guidelines, and to collate all blogs, images and footage and share with the media team in HO.
- Help to notify the HO Media team of any potential news stories and help gather news items on GOAL Sudan programmes.
Other Duties

Essential Requirements:
- Formal qualifications at graduate or postgraduate level in project management or business administration or relevant studies to post
- At least 2 to 3 years overseas practical working experience in a managerial capacity within a humanitarianprogramme with an International NGO including experience in an African context
- Experience of staff management, on the job staff training and systems development
- Experience in proposal development, budget preparation and report writing
- Appropriate skills and experience in the capacity building and training of national staff and partners
- Excellent communication skills, written and spoken, fluent oral and written English
- Good interpersonal and motivational skills and a proven ability to lead a diverse team under challenging field conditions
- Flexible/motivated
- Ability to travel up to 40% from base
- Experience working with major institutional donors and agencies such as the ECHO/EC, USAID, the UN, DFID, Dutch MFA and Irish Aid.
- Proven track record of successful proposal writing with major donors, and sound knowledge of donor practices and budget/financial control.
- Experience in proposal formation and donor liaison
- Track record of working with development partners in preparation & implementation of complex programmes
- Strong writing skills in English, including previous proposal and report writing experience
- Familiarity with key international human rights laws and conventions including the United Nations Convention of the Rights of the Child, and international labour laws and conventions
- Outgoing personality with excellent communications, networking and training skills
- Good team player, flexible and capable of working with and supervising a multinational country team
- Good computer skills, including familiarity with Microsoft Word, PowerPoint and Excel.
