MISSION

RESPONSIBILITIES
The HR coordinator leads the changes of SI National HR politicies, procedures, and tools according to the changes of the legal requirements, of the strategic orientation of the association in terms of welfare policies and of the specific context of the South Sudanese mission.
He/she ensures that SI respects the countries applicable labor, social and fiscal laws.
The HR Coordinator gives a constant HR technical support to all SI bases for the questions and issues related to recruitment, contract management, disciplinary actions and career management (appraisal, career promotion, geographical mobility, trainings…).
He/She insures the application of SI National HR policies, on the whole mission.
He/She supports the Administrative management of expatriates.
He/she is the mission point of contact and the link between headquarters and the mission for any questions relating to Human Resources.
Objectives
The HR coordinator carries out administrative and human resources tasks of the mission in compliance with donor procedures and laws in South Sudan.
He/she is also in charge of ensuring that Solidarités International’s Human Resources policy is properly implemented at the mission level.
He/she supports, monitors and trains the members of his/her team.
His/her main tasks are:
  • Administrative management of personnel at mission level
  • Team management and support of its capacity building
  • Follow up of labor, social and fiscale laws
  • Analysis of socio-economic context
  • HR procedures design and update
  • Recruitment and salaries validation (national staff)
  • Ensuring proper filling and archiving of HR documents
  • Ensuring payment of taxes
  • Ensuring a supportive working environment and dignity at work place.
Priorities for 2015:
  • Vication of HR filling procedure is in place for each base
  • Implementation of numerical archiving process
  • Follow-up of national staff appraisals and support managers in this process,
  • Monitoring and follow up on the cost of livingin the country,
  • Revision of th a mission level induction process for national and expatriates staff members
  • Support to the HoM in implementing a new system of coordination and reporting,
  • Development ofa training plan including national staf.
  • Coaching of HR staff members.
PROFILE
Experience:
  • Bachelor’s degree or equivalent
  • Minimum of 3 year human resources management experience in humanitarian relief contexts
  • Demonstrated knowledge of administration/HR procedures, preferably professional experience from a developing country
  • Experience in human resources management in Solidarités Donors funded programmes
  • Management, supervisory and coaching experience
  • Previous experience in South Sudan can be an advantage
Skills:
  • Strong management, coaching andtraining skillsSolid understanding of organizational development focused on HR and capacity building,
  • Strong analytical skills,
  • Stress management skills,
  • Ability to work well within a team, under pressure
  • Strong capacity of adaptation, ideally from working/living in a developing country
  • Understanding of pro-active approach
  • Ability to work independently and delegate tasks to others in a clear manner
  • Multicultural understanding
Language:
  • Fluent English – written and spoken
  • French and Arabic are an asset
Computer skills:
  • Proficiency in Microsoft Office Suite, working knowledge of spread sheet and database management.
  • Knowledge of Homère Software is an advantage.
CONDITIONS
Salaried post: According to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD. Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment. - Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded. - Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
