As a member of the Health Programs (HP) Group, the Project Specialist for TB Projects is responsible for the coordination of project management support to the TB projects, mainly Challenge TB. The Project Specialist (PS) works closely and provides direct support to the Global Technical Lead (GTL) for TB, TB Project Directors (PDs) at country level, Project Director Supervisor (PDS), regional portfolio team, senior project staff and other in-country MSH staff on TB project activities. The PS is the point of contact for the GTL for TB and the project staff for day-to-day project management support and coordinates all relevant communication with and support to specified projects. She/he assists in coordinating the work of the Technical Performance Management Support Team (PST) assuring that all requests for project management support are being attended to.

Support to Technical Project Implementation 40%
- Assist the PDs and PDS at country level in articulating the STTA (Short Term Technical Assistance) needs to successfully implement the project’s work plans; support the PDs in the development and monitoring of the STTA Plan for the project.
- Under the direction of the GTL and in consultation with PDS, and PDs articulate scopes of work and assist in the identification of technical resources.
- Assist the PDs and PDS in the development and use of a system to monitor the implementation process of project deliverables and the quality and success of the deliverables.
- On an ongoing basis, research, monitor and abstract literature relevant to the project's activities, including review of professional journals, attendance at conferences and collection/dissemination of relevant information.
- Work with the MSH Communications team to ensure the projects’ continued presence on MSH’s internal and external websites, as well as representation at international conferences.
- Provide STTA as requested by the GTL for TB projects.
- Maintain responsibility for file management, dissemination of programmatic and team information and contribute to MSH knowledge, programs, tools and approaches.
- Coordinate communications material management, printing, and assembly.
- Update MSH’s intranet and other key locations with key project documents.
- Collect trip reports for editing, formatting, review and final approval by GTL and PDS.
Project Management Support 35%
- Plan and facilitate communication on TB Projects with the GTL, PDS, PDs at country level and senior project staff; plan and facilitate coordination meetings with Home Office support, PDS and other staff emphasizing the need for focused and timely support.
- In close collaboration with the PDS, support the PDs at country level in developing the project’s coding structure. Track LOE and code usage.
- Provide expertise in multiple donors’ financial and technical reporting requirements and assist or collaborate with the PDs in the preparation of necessary reports.
- Assist the PD with the fielding of consultants, specifically by coordinating the screening of consultant suitability and availability. Draft consultant agreement letters and track payments.
- With the PDS, provide support to in-country teams to prepare quarterly technical reports for presentation and dissemination to the HP Leadership Team, including provision and/or verification of project financial data.
- Develop and maintain internal project pending lists and meeting agendas.
- Schedule, attend and document regular TB projects team meetings.
- Prepare Purchase Orders for project items to be procured in the US (plane tickets, equipment, copy editing services, etc.).
- Assist in coordinating HP Quarterly Reviews and Technical Portfolio Reviews for TB projects including input to and finalization and filing of PowerPoint presentations and reports and providing back-up telephone assistance as necessary.
- Provide overall administrative and logistical coordination support to the TB projects.
Contractual Compliance and Financial Management Support 15%
- Act as liaison with the assigned MSH Contract Officer regarding compliance with donor’s contractual and financial requirements.
- Provide support in monitoring contract compliance and assist in the preparation of the pipeline budgets.
- In collaboration with ATLAS and Financial Management team, review and monitor the project financial reports and communicate any over-under expenditure observations with the GTL, PDs and PDS.
- In collaboration with ATLAS and Financial Management team, support the preparation of annual work plan budgets for submission to the lead partner and/or the donor.
- In collaboration with ATLAS and Financial Management team, modify work plan budgets on an as-needed basis during the course of the project year based on activity revisions and/or realignment.
- In collaboration with ATLAS and Financial Management team, review project advance requests/invoices on a monthly basis, ensure expenditures are billed appropriately, and communicate any inconsistencies to the GTL, PDs, PDS, ATLAS Financial Management Team and/or accounting team.
- Assist the PDs and PDS with the planning and facilitating of coordination meetings with the project’s subcontractors and ensure proper review and processing of the subcontractors’ invoices.
Travel Support 10%
- Coordinate international/domestic travel and hotel arrangements related to TB project activities and ensure that all travel arrangements are in compliance with USAID regulations and MSH procedures.
- Provide travelers with Memorandum of Engagement or Consultant Agreement (containing all travel details) prior to departure. Collect and review Travel Expense Forms (TEF).
- Provide general support to project team members when traveling.
Bachelor’s Degree.
3-5 years relevant work experience.
Knowlegde and Skills
- Overseas project management or administrative management experience in headquarters of international organization or in developing country.
- Experience with project and/or activity-based budgeting.
- Strong interpersonal skills, demonstrated ability in consensus building and the ability to work in teams.
- Fluent English required. Ability to speak second language (especially French or Spanish) preferred.
- Strong computer skills; MS Office Suite, MS Project, Power Point preferred.
