****BACKGROUND****
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of ****Senior Technical Advisor**** in Guinea.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
International Medical Corps is recruiting a Senior Technical Advisor/Deputy Chief of Party, to be based in Conakry, Guinea for an anticipated US Agency for International Development award. The Health Service Delivery Program (HSD) is a five-year intervention designed to address critical reproductive, maternal, newborn, and child health issues, while also supporting efforts to rebuild and strengthen Guinea’s health system which was weakened by the Ebola outbreak.
****JOB SUMMARY****
The Senior Technical Advisor/Deputy Chief of Party provides technical leadership and monitors the program’s progress in achieving its objectives. The Director will work in close coordination with the COP and the senior project team.
****ESSENTIAL DUTIES AND RESPONSIBILITIES****
The Technical Specialist/Advisor, New Business Development is responsible for collecting and analyzing intelligence related to upcoming solicitations and new business opportunities, leading in-country technical proposal design, serving as a lead or supporting proposal subject matter expert, and may serve as a lead technical writer.
- Serve as capture manager for upcoming new business opportunities. This includes the following tasks (20%):
- Lead in-country capture activities, including identifying competitors, local partners, meeting with donors and country staff to map out winning strategy
- Maintain a capture plan which provides the input/solutions on competitors, partners and win themes.
- Establishing and maintaining relationships with partners, and potential key personnel.
- Establish winning consortia based on intelligence gathered and donor expectations; Securing partners and negotiating Pre-Teaming Agreements
- Meet with donors, competitors, potential local partners, and other stakeholders with potential knowledge related to the relevant solicitation. Draft and circulate summary notes on intelligence gathered to internal stakeholders
- Serve as technical lead or contributing subject matter expert on anticipated and live solicitations (40%).
- Identifying and helping to recruit top experts in relevant sectors
- Analyze solicitations and outline response.
- Draft results framework/logframe and other technical design components for review/input by country team and other technical staff.
- As the technical lead, develop the technical solution with input from country team for review/input by other relevant technical and operations staff for write-up by proposal writer.
- Support compliance by working with assigned Team Manager/ Officer to map all technical requirements into the appropriate proposal sections.
- Review proposal content and provide feedback to writers when not acting as lead writer.
- Conceptualize technical illustrations for the proposal narrative.
- Assist in developing basis of cost estimates for pricing.
- Participate/lead reviews of technical proposal section, BAFO responses and oral presentations as requested by the donor.
- Serve as lead technical writer as needed (40%):
- Work with other technical experts to develop technical design solutions.
- Write accurate, responsive, compliant, and compelling text: (Technical Approach, Results Framework, Personnel Write-Ups, Management Plan, Branding & Marking Plan, Environmental Compliance, and Security Plan).
- Incorporate win themes, theme statements, and highlights.
- Conceptualize graphics and tables for assigned sections.
- Lead proposal solution design sessions when appropriate

****QUALIFICATIONS****

- MPH or Masters in International development with a focus on one or more of the core sectors of International Medical Corps required with a preference for Health Systems Strengthening or Food Security/Livelihoods.
- Demonstrated experience collaborating and/or leading USG solicitations.
- 7-10 years’ experience in a technical sector; demonstrated participation in new business functions for USG opportunities with demonstrable success.
- Solid understanding of M&E, including assessments and performance monitoring plans.
- Demonstrated success obtaining new business from governments clients such as, but not limited to, USAID and the CDC.
- Strong oral and written communication skills.
- Experience communicating and networking with clients and partners.
