Proposal Objective:
The U.S. Department of State anticipates awarding one contract to work with DRL’s LGBT team to conduct an evaluation of the Global Equality Fund, a public-private partnership to promote and protect the human rights of lesbian, gay, bisexual and transgender (LGBT) persons. The Fund, which includes all LGBT programs managed by DRL, provides resources to civil society organizations through three programming mechanisms: emergency assistance; capacity building and technical assistance; and small grants.
Position Description:
Social Impact is seeking an experienced Mid-level LGBT Expert to provide evaluation services to the Performance Evaluation Division for a State Department opportunity. Prospective candidates should be willing to travel to Central America and Eastern Europe. This is a part-time contract position. The position is contingent on award. The period of performance is 12 months, the level of effort for this position will not exceed 6 5 days, and the estimated start date is August 2015.
Responsibilities:
· Conduct the desk review and key informant interviews.
· Write draft and final reports, and prepare briefings to be provided to DRL and Fund Partners.
· Provide technical expertise on LGBT integration to the evaluation team.
· Contribute to a work plan, literature review, methodology for data collection and final report.
· Develop strategic framework and performance indicators.
· Complete fieldwork in Central America, Sub-Saharan Africa and/or Eastern Europe; including conducting interviews, focus group discussions and key informant interviews with key stakeholders, and present findings upon return.
Qualifications:
· Master’s degree in the social sciences, preferably in human rights or gender studies.
· Minimum 10 years of experience working in depth on human rights issues related to sexual orientation and gender identity, and providing extensive guidance on these issues to the design and implementation of the overall evaluation.
· Minimum 5 years of experience in monitoring and evaluation.
· Previous experience working in close coordination with DRL, Fund Partners and LGBT Implementers in developing the strategic framework and performance indicators.
· Proven ability to design, implement and evaluate foreign assistance programs addressing democracy and human rights issues, including experience working in restrictive settings and within LGBT issues and populations.
· Strong ability to undertake both qualitative and quantitative evaluations required.
· Prior experience implementing and/or evaluating US Government or other donor programs addressing LGBT human rights issues.
· Experience working in restrictive settings and marginalized populations.
· Exceptional organizational and communication skills required.
· Prior work experience with the State Department preferred.
· Prior work experience in Central America, Sub-Saharan Africa and/or Eastern Europe preferred.
· US Citizenship or Permanent Residency preferred.
