GOPA Consultants is preparing an Expression of Interest for the GIZ funded project ****Capacity Development in the Transport Sector in Liberia.****In close cooperation with GIZ the consultant services will support the Liberian Ministry of Public Works (MPW) and the Ministry of Transport (MOT) with institutional reforms and capacity building. Among others the project also provides for the establishment of a Liberian Road Authority (RA) and a Liberian Road Fund Administration (RFA). The RA is meant to undertake the road asset management functions and the RFA is meant to provide an adequate and stable source of funding for regular road maintenance.
For this project we are looking for aninternationallong term expert (22 MM) with proven knowledge in:
- Institutional Reform & Development
- Road Funding & Infrastructure Finance
- Transport Policy Development & Transport Economics
- Road Maintenance Management
- Human Capacity Development (HCD) and Training
- Experts should have at least 10 years of working experience in the relevant areas and have experience in fragile states. They are to be fluent in English.
