Location: Prague (Czech Republic) or Vienna (Austria) preferred, other Eaton European locations are possible.
Eaton is looking for a Manager Government Programs EMEA to create and secure government and external R&D funding for programs directly aligned with Eaton’s business, marketing and technology strategies.
Focus areas include smart grids, alternative energy, building efficiency, energy efficient data centers, low carbon vehicles, and more electric aircrafts. Internal customers include corporate R&D centers and sector business units.
Essential Functions:
  • Identify and influence potential funding sources. Based upon Electrical and Industrial Sector market and technology strategies, create government funding ideas, including draft concepts (with concrete goals and objectives), identifying key partners and determining potential country or EMEA funding sources.
  • Extensively interface with Eaton engineering leaders, government stakeholders and program partners in the development of program concepts. Identify available funding sources and, whenever possible, influence upcoming funding opportunities to advance Eaton technologies.
  • Create and submit proposals. Draft, together with Eaton engineering stakeholders, winning proposals for government funding. This includes managing the external proposal process(creating strategic partnerships, approaching government stakeholders, submitting the proposal) as well as the internal Eaton bid process (organizing legal reviews with Eaton contracting and compliance team preparing bid documentation, briefing senior leaders).
  • Lead EMEA external funding strategy development. Determine strategic directions for government funding for Eaton in EMEA, including short and long term targets and metrics.
  • This requires developing a deep network within Eaton engineering and business teams to understand technology roadmaps and identify key program priorities.
  • Develop network of key European and country contacts. Create a broad network of external stakeholders among universities, research organizations, partner companies, and funding organizations to develop an ecosystem supporting Eaton’s interests and opportunities to secure external funding. A key goal is to fully understand the objectives of target funding organizations and to convince program managers of the importance of supporting Eaton technologies.
  • Serve as Subject Matter Expert for emerging power management technologies. Possess and grow a depth of technology and legislation knowledge by attending conferences, interacting with Eaton and external experts, and communicating with government stakeholders. Maintain an up to date understanding of key policy developments that might impact Eaton businesses and technology developments.
Qualifications:
  • At minimum an advanced engineering degree. PhD or MBA preferred.
  • Experience with successful pursuit and execution of government programs at EU level is required
  • Marketing and Business Development experience is a plus.
  • An existing network of contacts at European and/or country agencies is strongly preferred.
  • Understand European and country funding processes and how the European Commission, national governments and other relevant stakeholders create grant opportunities, including budget allocation, selection of key funding topics, elaboration of draft work programs and release of actual requests for proposals.
  • Understand the government contracting process. Work with Eaton’s legal and compliance
  • departments to develop a deep understanding of government contracting requirements, including accounting, reporting, intellectual property and other grant obligations.
  • Understand how to ethically deal with government officials and agencies.
  • Understand the relevant legislation affecting funding in the EMEA region.
  • Knowledge of one or more of the following is required: energy efficiency, alternative energy, electricity grids, data centers, low carbon vehicles, more electric aircrafts.
  • The incumbent must be highly focused, creative and extremely competitive. He/she must be forthcoming with opinions yet extremely tactful, and be able to interact successfully, communicate effectively and “speak the language” with a wide variety of people from engineers to non-technical high-level managers.
