Behavior Change Technical Advisor - Liberia

PSI seeks candidates for immediate placement to manage the behavior change communication strategy for PSI/Liberia’s social marketing activities. The BCC Technical Advisor will provide technical assistance to PSI/Liberia’s new Partnership for Advancing Community-Based Services (PACS) project. PSI/Liberia’s role is to provide direct technical assistance on behaviour change communications at all levels of the Ministry of Health and Social Welfare (MOHSW) – from central down to community. The BCC TA will also be responsible PSI/Liberia’s BCC strategy in Ebola prevention, HIV prevention, water treatment, and promotion of sexual/reproductive health.
Strong candidates will have a foundation in behaviour change communications, working effectively with government ministries, capacity building, training, social marketing, and WASH.
The BCC Technical Advisor will be based in Monrovia, Liberia, and report to the Country Representative. This position is contingent on funding. The assignment is expected to be for 3 years with the possibility of extension.
RESPONSIBILITIES: The BCC Technical Advisor will be responsible for the overall implementation of PSI/Liberia’s behaviour change communication strategy, including leading PSI’s PACS project. This includes, but is not limited to:
  • Managing PSI’s BCC advisor seconded to the MOHSW
  • Supervising PSI’s community mobilization and WASH marketing staff in Nimba, Bong, and Lofa counties
  • Promoting effective BCC strategies at a county/district level that correspond to national strategic guidelines and roadmaps
  • Provide BCC technical assistance to the MOH and partner organisations
  • Lead MOHSW and civil society partners in DELTA workshops and train them on how to use DELTA
  • Ensure program and teams work from budgeted workplans consistent with donor budgets and anticipated burn rates
  • Work with M&E manager and marketing/sales manager to ensure BCC communications efforts are tested quickly and are continuously responsive to changing situations in communities
  • Develop a monitoring system to ensure PSI activities are having the desired effect, and analyze and present reports to the Country Representative and other stakeholders
  • Manage program budgets and ensure contractual compliance with donor regulations
  • Recruit, train, and supervise in-country personnel
  • Represent PSI at working groups and to government, donors, and partners as needed
QUALIFICATIONS:
  • Senior level behaviour change strategy development and implementation in a developing countries
  • At least five years work experience in communications, preferably in developing countries
  • Post-graduate degree in social sciences (MPH, ethnography, marketing, etc.) or equivalent experience
  • Senior management experience leading teams with low capacity
  • Experience working closely with government agencies
  • Knowledge of international development and health issues
  • Familiarity with USAID and the international donor community
  • Fluency in English
The successful candidate will embrace the challenge of creative problem-solving and the opportunity for testing unconventional approaches. Preference will be given to candidates with a background in behaviour change theory and communications, qualitative research, ethnographic methods, and those that have experience working in limited-capacity settings.
