Department Overview
Pact seeks a Capacity Development Director for the anticipated, USAID-funded five-year Liberia Accountability and Voice Initiative (LAVI), which will strengthen multi-stakeholder partnerships to advocate for and monitor policy and accountability reforms. The program will contributes to the overall goal of USAID/Liberia’s civil society and media interventions by increasing the influence of citizens and media in the governance of public goods and services.
Position Purpose
The Capacity Development Director will be responsible for managing the activities related to organizational and technical capacity development for local partners.
Key Responsibilities
Specific Duties:
•Provide overall technical leadership to the capacity development components of the program
•Work through local and regional service providers to ensure high-quality, customized organizational and technical training is delivered to partners under LAVI, including support services to enhance partners’ technical range and approaches
•Work directly with local partners and HQ teams to facilitate capacity assessments, develop or update capacity plans
•Support the adaptive implementation of capacity development plans
•Provide advice and support to the COP as needed to ensure high-quality project implementation
•All other tasks, as assigned by the COP.
Basic Requirements
The Capacity Development Director will have:
•A university degree in any of the following or related fields: social science, management, international development, or monitoring and evaluation
•At least 7 years professional experience, with 3 years in Sub-Saharan Africa; experience in Liberia preferred
•Demonstrated capabilities in institutional capacity development, and experience in working effectively with local civil society organizations and other development partners
•Demonstrated capabilities in methodologies appropriate to complex change processes and capacity development
•Prior experience in grants management, including the use of grants to support capacity development objectives
•Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams.
