Proposal Summary:
The Liberia Strategic Analysis (LSA) Project will provide an innovative degree of analytical and advisory services to USAID/Liberia’s Office of Program and Project Development (PPD) and Development Objective (DO) teams in support of the Mission’s project design, performance monitoring and evaluation, and operational learning and adapting. The project will independently manage and complete assigned assessment, analytical, learning, knowledge mobilization, and knowledge management tasks and deliverables.
Position Summary:
The Chief of Party (COP) is responsible for leading and managing the overall complex operations of the LSA project. The COP works closely with USAID/Liberia’s Program Office, Mission technical offices, staff and management from other USAID implementing partner operated activities, and representatives of the Government of Liberia and other international donor stakeholders to ensure that USAID’s assistance to Liberia is informed by solid empirical evidence and analysis and that can be used by the Mission.
Responsibilities:
- Provide overall project vision, technical leadership and management.
- Achieve program results efficiently, timely and in compliance USAID and US Government policies and procedures.
- Serve as the main point of contact for the contract with the USAID Mission, implementing partners, other donors, the host country’s government (Government of the Republic of Liberia “GOL”).
- Lead the work planning, progress, oversight, operations, and implementation by working through motivated mentored staff.
- Provide expertise on the project’s learning, knowledge and adaptive management driven, and analytical activities.
- Mentor local staff to engage capacity and actively contribute expertise to the Contract overall and provide strategic and operational direction.
- Oversee project management systems for finance and administration, logistics, human resources and strategic operation.
- Ensure the completion of time reports, evaluation, analyses, assessments, and deliverables that meet USAID quality control/assurance standards.
- Ensure compliance with the terms and conditions of the Contract.
Qualifications:
- At least 10 years development professional experience working with issues related to planning, design, and performance management of international development assistance programs, preferably those funded by the USG.
- An MA or PhD in a field relevant to development assistance, international affairs, political science, sociology, economics, business, public administration, organizational development, communications, or a closely related field.
- Experience working with previous U.S. government programs would be preferred but is not a requirement.
- Highly developed interpersonal communication, presentation, and negotiating skills.
- Strong understanding of multi-sectoral development theory.
- Thorough working knowledge of USG operations, regulations, policies, procedures and programs desirable.
- Deep familiarity with the Liberian culture, society and development context or that of other similar countries in the region.
- Experience in comparable post-conflict countries an asset.
