Consultant to facilitate an edited, printable and abridged version of the WARO CBCPMs RO and CO mapping reports for dissemination

  1. Context and justification
Plan’s West and Central Africa Region Office (Plan WCARO), with the support of Global Child Protection Services (GCPS), developed a Child Protection Thematic Framework as part of its Regional Programme Strategic Framework for 2012 to 2015. This identified the following priority areas of support: formal child protection systems; community based child protection mechanisms (CBCPMs); children’s participation; and civil society strengthening.
As a child centred community development organisation, support to community based child protection mechanisms is key to Plan’s approach to furthering children’s protection rights. In fulfilment of one of the action points included in the Thematic Framework, Plan WCAR decided to map and analyse CBCPMs in the region and develop a good practice model to be shared within and external to the region. This activity also contributes to a global project, “Protection for all children: strengthening community-based mechanisms and systems on child protection” which aims to improve the effectiveness of CBCPMs supported by Plan and contribute to sector-wide understanding of good practice in supporting CBCPMs.
In May 2014 , a regional meeting was organized by the regional office to share the mapping outcome from the 04 where field visits were conducted , as well as in the other 08 Countries where data was collected through desk review and their country reports prepared alongside the others.
A key outcome of this workshop was a revised version of the mapping exercise conducted by GCPS, based on the additions, modifications, reanalysis and triangulation of findings by the consultant expert vis a vis all 12 WARO program Country staff.
This terms of reference is therefore intended to recruit a consultant to produce an edited, printable and abridged versions of the revised RO /COs of the CBCPMs mapping report to disseminate to countries, other regions and partners.
  1. Objectives
1.2.1- General objective
To recruit a consultant who is apt in both English and French to facilitate the production of a high quality comprehensive, well edited , printable and an abridged version of the WARO CBCPM mapping RO and Country reports by June 2015,for dissemination and use by staff and partners within the 12 Countries of the West and Central African sub-region.
1.2.2- Specific objectives
Specifically, the consultant shall work to achieve the following, by last week of March 2015:
  1. To use the existing RO and CO CBCPM revised mapping reports (in English and French) to produce a high quality, well edited, printable and an abridged version comprehensive report for dissemination by June 2015.
  2. To assemble and design the existing RO and Country reports of the CBCPM mapping exercise to have an easy to read and easy to understand version for easy sharing with both staff and partners.
  3. To put together Country case studies from the mapping exercise, including photos and quotes to use in an innovative way to raise an on the spot awareness of staff and partners on the concept of CBCPMs and how they work to end violence against children at all levels.
  4. To produce an edited and printable version of the RO and CO reports of the CBCPM mapping that can be shared using social media and through other Plan and partner corporate search engines.
3.1- Methodology
The consultant shall employ a diverse range of methods to procure and assemble relevant information to produce this edited , printable and abridged version of the CBCPM mapping report with information from both regional and Country level . These would include the following;
  • Using information from revised RO and CO CBCPM mapping reports, including photos, videos, quotations and case studies to create an abridged version for internal and external understanding and use for CBCPMs in WARO , maintaining the mood and tone.
  • Involving of key WARO communication specialist to ensure the respect and alignment with Plan brand strategy, including product and colour specifications.
  • Photo sorting for document design and layout.
  • Translation of documents in both French and English languages.
  • Abridged report formatting (to make it very child friendly and suited for adult reading).
4.1 - Expected outcomes/ key deliverables
*4.1.1 - Outcome*
The consultant shall ensure the attainment of some key deliverables to ascertain the expected report outcome; in terms of comprehensive and high quality content for a cross – audience consumption ( children, Youth, staff and partners). The outcome of this edited, comprehensive and abridged report mapping report is to make it an easy - to - read and understand reference document for CBCPMs within the WA sub-region as a whole and for specific Countries as well.
This abridged version of the WARO CBCPMs mapping shall be a source of useful information and a learning piece on the subject for its users on what CPCBMs aim to attain and how management/ Countries could buy- in and become hands- on for sustainable outcomes.
*4.1. 2 - Key Deliverables*
  1. A comprehensive and high quality bilingual (French/English) edited, printable and abridged two-faced report for the regional office and for each Country( 12 in total)
  2. The report will provide a summary of what CBCPM is all about at both regional and country levels.
  3. Few examples of existing CBCBMs within countries shall be highlighted in the Country versions of the reports.
  4. Some quotes from Plan and partner management on CBCPMs shall be included in both the regional and country abridged reports( either as captions or as part of décor in the front inside pages of these abridged reports)
  5. All photos used shall be of good quality and of high resolution ( not less than 2MB) and in JPEG or TIF.
  6. Ensure the use of Plan’s Global identity and branding with support from the WARO head of Communications.
*5.1- Profile of the Consultant*
The consultant is expected to have the following profile;
  1. Has technical aptitude to prepare an edited, printable and abridged report that can be used for awareness raising and information sharing with a wide range of audiences, including children, youth, staff and partners.
  2. Has demonstrated mastery in French and English languages through other report writing and editing in both languages, with knowledge in Portuguese as an added advantage for selection.
  3. Can demonstrate work done on similar report writing in the last 2 to 3 years in the domain of child rights promotion and protection activities.
  4. Depict expertise in summarizing without diluting facts and messages to be used for awareness raising and advocacy actions at different levels with children, youth, staff and partners.
  5. Has proven skills in conducting distant interviews for information procurement and assembling of relevant facts.
6.1- Resources needed
The resources needed for the preparation of these edited, printable and abridged reports;
  1. Financial: As per the consultant’s proposal
  2. Material: Besides the existing word/ PDF regional and country CBCPM mapping reports and PowerPoint presentations , the consultant shall use other affiliated reports and strategic documents from the region( like the programme strategy and child protection strategic framework document for the production of these reports to enhance printing and multiplication for distribution by mid April 2015.
  3. Human: The consultant has the freehand to seek additional expertise for any part of the work including translation facilities as collaborators in the drafting and completion of these reports.
  4. Timelines and milestones:*A total of 7 to 8 weeksèFrom March to mid - April 2015.*
  5. Contracting and completion: 5th to 15th March 2015.
  6. Reports preparation: 15th to 25th March 2015
  7. Report pre- submission to Plan:Draft version**; by 26th March 2015 /Return with feedback; by 31stMarch 2015.**
  8. Final submission of report (electronic version): Latest by 15th April 2015.
  9. Nature of report:Small sized /summarised versions of both the WARO and Country CBCPM mapping reports; for easy reading, with basic information on the subject. In a recto- verso styling and in French , English and Portuguese( for Guinea Bissau only)
7.1 - Report structure
Subject to possible adjustments by the consultant, the edited, printable and abridged CBCPMs shall;
  • Be agreed upon by the consultant,
  • Technically edited by the WARO Child protection specialist
  • Assessed for alignment to Plan’s branding and global identity for external and internal use, by the WARO communications team accordingly.
