Monitoring, evaluation, and learning director

Chemonics seeks a monitoring, evaluation and learning director for the five-year, USAID-funded Liberia Accountability and Voice Initiative project. Recognizing the window of opportunity to strengthen accountability between citizens and the government of Liberia, the project aims to build linkages among local actors to leverage change around areas of shared concern. The project will work to strengthenmultistakeholder partnerships to advocate for and monitor policy and accountability reforms by strengthening horizontal and vertical linkages among actors engaged in similar issues; increasing organizational capacity of targeted ​civil society organizations to participate in issue-based reforms; promoting creation of ongoing capacity development services on the local market; and ensuring that learning and methodologies are shared and applied by other development actors. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
  • Provide performance monitoring and evaluation of the project, including developing appropriate indicators, implementing systems to safeguard the collection and management of program data, and recommending changes to performance monitoring and work plans1. Provide technical assistance and training to project staff
  • Liaise with USAID/Liberia in monitoring, evaluation, and learning design, modification, and reportingQualifications:
  • Advanced degree in social sciences, management, international development, monitoring and evaluation, or related field required
  • Minimum 10 years of professional experience, with five years in a developing country preferred
  • Work experience in Sub-Saharan Africa preferred
  • Experience in the monitoring and evaluation of policy reform or in capacity development, with proven capabilities in methodologies appropriate to complex change processes and capacity development
  • Proven capabilities in knowledge management and organizational learning
  • Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
