Qualitative Researcher, USAID/Libya Election and Governance Support and Consensus Building, Remote and Libya

Project Objective:
USAID/Libya has requested SI’s services to conduct a mid-term performance evaluation of the Libya Election and Governance Support (LEGS) and Libya Consensus Building activity. There are four projects being implemented as part of this activity, and each has faced many challenges in the context of political and social conflict and uncertainty during the first two years of implementation. Through this evaluation effort, USAID seeks to assess how these projects have adapted to the context; understand project successes and challenges; identify what hasn’t worked and why; and most importantly, inform the use of future USAID resources and support to aid the transition process and build democratic governance in Libya.
Position Summary:
SI is seeking two Qualitative Researcher to contribute to the design and implementation of the mid-term performance evaluation of the USAID/Libya activity. The Qualitative Researcher consultancy is anticipated to occur over a three-month period, estimated to begin in April 2015. Work on this project will be conducted in Libya, and some work may occur remotely, in Tunisia or Malta, depending on the security situation. Responsibilities:
· Review relevant project documents, and contribute to the pre-test and finalization of field data collection instruments.
· Prepare for and contribute to team planning and coordination meetings.
· Conduct individual and small group interviews with project staff, project beneficiaries and stakeholders using the data collection instruments.
· Assist in developing and implementing strategies to conduct a meaningful evaluation and assessment within existing security challenges and limitations on travel.
· Prepare English language transcripts of field notes, and contribute to preliminary analysis of field qualitative data collected.
· Prepare brief field work reports to describe the work completed and any challenges faced or other relevant contextual factors.
Qualifications:
· A Bachelor’s degree required, preferably in a related field of study such as political science, international relations, or international law.
· Minimum five years of experience with qualitative research and/or democracy and governance programming in any of the following subject areas:
o Elections, national or local governance, constitutions/legal frameworks, and/or consensus building processes.
· Preferred experience in monitoring and evaluation data collection and analysis.
· Strong interviewing and communication skills, as well as analytical and English writing skills.
· Familiarity with Libya and/or the Middle East and North Africa region.
· Ability to travel to the MENA region and in and around Tripoli, Libya.
· Professional field experience in the context of democratic transitions.
· Fluency in English and Arabic required.
